Shelvey has been promoted to Roy Hodgson's senior set-up from the Under-21 squad due to injury concerns over Frank Lampard.
The 20-year-old, who is suspended for Stuart Pearce's team for the first leg of their European Championship play-off with Serbia, has been brought in to cover for veteran Chelsea midfielder Lampard, who picked up a knee injury during the Blues' 4-1 win over Norwich at the weekend. Shelvey will be in the squad for Friday's World Cup qualifier against San Marino at Wembley.
However the Romford-born midfielder, who is uncapped at senior level, is expected to re-join the Under-21s for the second leg before the seniors travel to face Poland in Group H the following Tuesday.
Chelsea left-back Bertrand has also been called up after Kieran Gibbs was forced to withdraw due to injury. Arsenal left-back Gibbs picked up a knock during the Gunners' Premier League victory over West Ham United on Saturday evening. Bertrand, who has two full England caps following substitute appearances against Italy and Ukraine this season, could be in line for his first senior start depending on the outcome of the FA's disciplinary action against his club-mate Ashley Cole.
Arsenal boss Arsene Wenger was pessimistic about Gibbs' chances of playing for England after limping off just before the hour-mark against the Hammers, and his exclusion was subsequently confirmed by medical staff. "He has a thigh problem just above his knee; I think he will be very doubtful for England," Wenger had said on Saturday.
